hopeaccount.ca.gov is the public front door to the California HOPE for Children Trust Account Program, a first-of-its-kind state initiative providing trust accounts of roughly $3,000 to young people who lost a parent or guardian to COVID-19 and youth who experienced extended foster care. The program exists to close the wealth gap and disrupt cycles of intergenerational poverty, and its website is the primary channel through which eligible young Californians learn the money exists and claim it.
Designed and built by Dreamers of Day, the site is a warm, plain-language experience centered on a single idea: launch your future. Visitors answer one question and are routed into one of two clear eligibility journeys, each written to move an applicant from “do I qualify” to “activate your account” in as few steps as possible. A third pathway equips partners who advocate for eligible youth.
Multi-language delivery is built in, and accessibility was treated as a first-class requirement: semantic markup, keyboard navigation, accessible contrast, and WCAG 2.2 AA conformance built into templates and components.
Beneath it sits a custom WordPress build on enterprise managed hosting, security hardening, and ongoing governance covering monitoring, compliance, and continuous improvement.
